The percent of clicks on your ads versus the number of impressions gives a measure of your click-through-rate (CTR). Impressions are the number of times that your advertisement is displayed. You are said to be having a low CTR if you have a registry of impressions but users are not clicking on your ads.

You can optimize your CTR of ADS through: changing the keywords; posting persuasive ad text; placing ads in front of informative content; developing new ad copy and running it in place of the old ad for 1-2 weeks.
