Take a case, if you have a large site and you noindexed a lot of the parameter, filter, sort, etc types of pages, then your navigation and internal linking structure links to these pages won’t be an issue with Google and ranking.
John Muller from Google clarified Laura Lippay, a very experienced SEO specialist that linking a lot to noindexed pages is not an issue.
Now the dilemma comes, on one hand, you are telling Google with the noindex to not index the page for any reason and on the other hand, your internal linking structure is telling Google that these pages are important to your users.
No matter which of the above reasons is correct, according to John from Google said linking to noindexed URLs won’t be a problem.
